She hobbles him by breaking his ankles. Sho Dozono's Portland mayoral campaign finds itself hobbled as well. Not by a sledgehammer and a block of wood, but by a succession of challenges to his public campaign financing from a collection of also-ran candidates. Traditionally, a candidate's credibility in Portland has been judged, in part, by his or her ability to raise money from those who could afford to donate. Four years ago, the Portland City Council enacted a system intended to provide a second benchmark for credibility. By collecting signatures and modest donations from those who could not participate in the traditional fashion, a candidate could have the city effectively make the donations on behalf of the signers. Dozono would be judged credible under either system, but he chose the latter, and surpassed the city's required benchmark by nearly threefold. » Read the entire article Winners
